Legal Counsel – SaskPower

THE ORGANIZATION

SaskPower is a commercial crown corporation established by the Government of Saskatchewan in 1929. SaskPower is governed by The Power Corporation Act and is subject to the provisions of The Crown Corporations Act, 1993 which gives the Crown Investments Corporation (CIC) of Saskatchewan, the holding company for Saskatchewan’s commercial Crown corporations, broad authority to set the direction of SaskPower.  At SaskPower accountability is a principal component of its corporate values and is essential in its relationship with its customers, stakeholders and shareholder.

SaskPower’s Board of Director’s is responsible for the general stewardship of SaskPower. It is accountable for setting direction, monitoring and evaluating achievement, as well as identifying any corrective action for SaskPower. The Board works with management to develop and approve SaskPower’s Strategic Plan, annual budget and business plan. It participates in identifying business risks and oversees the implementation of appropriate systems to achieve a balance between risks incurred and potential returns. All of SaskPower Board Members, including the Chair, are independent of management.

Legal Counsel

Reports to: Director Law – Infrastructure
Location: Regina, Saskatchewan

MANDATE

The Legal Counsel is accountable to serve as the legal authority for the Corporation. As a member of SaskPower’s law department, this position is responsible to provide legal services to the Corporation and its subsidiaries; ensuring the maximum protection of legal rights and to maintain operations within the limits prescribed by legislation while aligning departmental efforts with SaskPower’s strategic goals and objectives.  Reporting to the Director Law – Infrastructure, the successful candidate will support internal clients with a focus relating to procurement activities and construction projects.

KEY ACCOUNTABILITIES

The position will include the following responsibilities:

  • Provide information (verbal) and formal (written) opinion on legal matters
  • Assist in negotiation and review of contracts and coordinate with management and internal subject-matter experts
  • Meet with and advise employees at all levels regarding land, corporate and commercial legal issues
  • Draft required documentation including without limitation, contracts, leases, easements, correspondence and submissions
  • Provide advice and assistance in the preparation and application of corporate policies
  • Participate in the development of strategy and negotiations with third parties
  • Recommend and undertake initiatives required to preserve legal rights to the Corporation’s property
  • Monitor and advise the Corporation with respect to changes in the law
  • Manage departmental resources effectively by identifying efficiencies and best practices for the department with a focus on innovation and improvement
  • Assist in the preparation and in some cases delivery of, presentations to SaskPower’s Executive, Board of Directors and / or other Government committees regarding policies, programs and budgets
  • Supervise assigned staff as required
  • Other related duties as assigned

  • Demonstrate a positive attitude and energy, contributing to a cohesive, hardworking and diligent culture

CANDIDATE PROFILE

 The successful candidate will have the following:

 EDUCATION:

  • Bachelor’s Degree in Law (L.L.B)
  • Law Society Accreditation

 EXPERIENCE:

  • A minimum of 5 years of legal experience within a law firm or corporate environment
  • Practical experience with procurement activities
  • Practical experience in drafting, negotiating, and reviewing construction contracts would be considered an asset
  • Direct industry experience ideal, however, experience in related industries is acceptable where a commitment and ability to quickly learn is evident
