Director of Compensation, Labour Relations and HR Systems - #4627

THE POSITION
Based in Edmonton’s Centre for Education, the Director of Compensation, Labour Relations and HR Systems will report to the Managing Director of Human Resources and will work closely with other members of the district leadership team. The Director of Compensation, Labour Relations and HR Systems is accountable for:
- the strategy, design, development and implementation of competitive and cost-effective compensation and benefits programs;
- providing guidance and support for collective bargaining, and administration and interpretation of collective agreements; and
- the strategy, development and administration of the District’s Human Resources Management System (HRMS).
This position has responsibility for a team of approximately 25 individuals (combined direct and indirect reports) and will be the HR liaison with the District Technology department to create HRMS utilization and reporting strategies designed to meet district requirements, specifically as they relate to recruitment and performance management, succession planning, compensation and benefits.
Key accountabilities include:
- Oversee all aspects of HRMS administration and provide planning and forecasting of current and future HRMS needs;
- Ensure that HR systems and processes are accurately and adequately meeting the needs of the HR department and the District;
- Manage and successfully implement projects associated with new functionality and/or enhancements to existing functionality of HR systems;
- Provide overall prioritization of work assignments and management of functional team resources and their activities in support of strategic initiatives;
- Strategic planning and management of all corporate total compensation programs;
- Oversee the research, development, implementation and monitoring of compensation and benefits plans;
- Design, develop and implement the plans and performance measures for total compensation plans;
- Manage the assessment of the District’s needs, and impacts of existing and new reward programs;
- Design and implement new reward programs based on needs;
- Provide support for collective bargaining, and administration and interpretation of collective agreements;
- Establish and maintain appropriate vendor and/or outside company contacts required for the administration of established compensation, benefits and HRMS programs;
- Remain current on legislative updates affecting the areas of compensation and benefits;
- Overall management, coaching, mentoring and succession planning for the Compensation, Labour Relations and HR Systems team;
- Collaboration with other members of the HR leadership team in the formulation of HR department plans, objectives and strategies; and
- Responsible management of operational and project budgets.
THE INDIVIDUAL
Given the significance of this position to the ongoing success of the organization, the following skills and attributes are required:
- A University degree related to Human Resources (equivalencies will be considered);
- CHRP designation (preferred);
- A minimum of 12 years of progressively responsible experience in Human Resources, including five years in a senior management role;
- Experience designing/delivering compensation and benefits programs within a large, complex organization;
- Experience supporting collective bargaining and administration and interpretation of collective agreements;
- Experience managing multiple and concurrent HRMS systems projects (PeopleSoft preferred);
- An ability to manage and lead through significant growth and change;
- Excellent communications skills with a focus on creative problem solving and consensus building;
- An engaging leadership style that excites, engages and holds teams to high standards;
- Strong management skills including strategic planning and budget management;
- Strong analytical skills to quickly assess complex situations, determine key issues, and prepare and implement clearly defined solutions and/or responses;
- Demonstrated initiative and creativity when managing multiple projects under constant deadline pressure;
- Highest standards of personal integrity supported by open and honest communication;
- The proven ability to frame issues and create a sense of urgency to achieve positive and timely end results; and
- A passion for, and belief in, the value of public education as an investment in young people and the foundation of their future success.
