The Company
Our client, The Petroleum Technology Research Centre (PTRC), is a federally incorporated not-for-profit corporation located in Regina, Saskatchewan, legally incorporated in November 1998. The PTRC is a research and development organization, focused on developing and applying innovative technology and engineering solutions for the petroleum sector.
The PTRC was created as a collaborative initiative of Natural Resources Canada (NRCan), Saskatchewan Energy and Resources (SER), the University of Regina (U of R), and Saskatchewan Research Council (SRC). The PTRC’s mission is to develop world leading enhanced oil recovery and CO2 geological storage technologies that ensure sustainable and environmentally sensitive development of Canada’s energy resources. The PTRC manages enhanced oil recovery research and delivers basic and applied research results and technologies to its partners for field application.
The PTRC will initiate and support research and development projects aimed at enhancing the production and recovery of Canadian petroleum resources. Building and drawing on the expertise of the Petroleum Division of the SRC and the Engineering Faculty of U of R, in addition to other Canadian and international research providers, the PTRC will promote projects in the following areas:
- New enhanced oil recovery techniques that are economic, environmentally appealing and applicable to marginal reservoirs;
- Better techniques to describe and understand reservoir phenomena;
- Solutions to production problems, such as well bore plugging, corrosion, emulsion treatment, and other production challenges;
- Techniques to minimize the environmental impact and maximize energy efficiency of petroleum production; and
- More accurate mathematical and physical models of petroleum and environmental processes.
In January of 2009, the PTRC’s Enhanced Oil Recovery (EOR) research program was acknowledged when the Canadian Federal Government, through its Networks of Centres of Excellence program, awarded the PTRC $10.5 million to significantly expand and enhance the existing enhanced oil recovery research program.

The Position
Our client is looking for an Executive Director to join this dynamic organization that is proud to be looking to the future to help Canada attain energy self-sufficiency and environmental sustainability through technological innovation. This is a high profile, critical position that will be managing a small organization that has the potential to significantly impact oil & gas development in Saskatchewan, Western Canada, and internationally.
Reporting to the Board of Directors, the Executive Director will lead a team of 12 individuals that thrive on pushing the boundaries of innovation and technology in the oil and gas industry. The Executive Director will also be responsible for establishing and executing major goals and objectives for the corporation, implementing policies established by the Board of Directors, and providing leadership, direction and guidance for the PTRC’s activities. The Executive Director will work collaboratively with researchers in other organizations to deliver the PTRC’s programs. The legal obligation of the Executive Director is to act honestly and in good faith, with a view of the best interests of the corporation.
Specific Scope and Role Responsibilities:
The specific scope, duties and responsibilities include but are not limited to the following:
- Strengthen and build upon stakeholder relationships with the PTRC’s current collaborative partner group, NRCan, SER, U of R, SRC, Provincial and Federal Government and also to engage and broaden new industry stakeholder relationships.
- Develop new effective and collaborative relationships with other research providers across Canada in order to successfully position the STEPS BL-NCE to achieve it’s goals.
- Participate with the Board of Directors in developing a vision and strategic plan to guide the corporation.
- Develop an operational plan which incorporates goals and objectives that work towards the strategic direction of the corporation.
- Undertake the day-to-day management and operation of the corporation and provide leadership to achieve the annual plans and budgets and longer term strategies.
- Ensure future funding for the development of new flagship projects.
- Effectively retain and attract employees to the PTRC to ensure successful delivery of all programs.
- Report to the Board quarterly, and Committees as needed, regarding performance compared to annual plans and budgets, objectives and strategies, markets, corporate governance, and other appropriate matters.
- Regularly communicate with the Members and all other stakeholders regarding the corporation’s activities, objectives and progress.
- Annually review the corporation’s human resources practices.
- To the best of his or her knowledge, comply with all regulatory and statutory requirements.

Stakeholder Relations
The Executive Director works to obtain goals and create synergies through positive relationships with key stakeholders:
- Must be able to effectively manage diverse relationships with all stakeholders to achieve the organization’s goals. (e.g., Saskatchewan Research Council (SRC), University of Regina, other Canadian and international R&D organizations), oil and gas industry partners (Canadian and international), and government agencies
- Must be able to deal effectively with a Board of Directors, drawn from the organization’s industry clients, research partners and governmental partners, Provincial and Federal.
- Ability to facilitate positive action while working in cooperation with others who share the same interests and initiatives.
- Monitor and optimize the organizational structure of PTRC and it’s core program (STEPS) to ensure stakeholder needs are met in an effective manner.
- Communicate effectively and keep stakeholders informed and involved.
Leadership and Management
- Senior leadership and management capabilities, honed through extensive industrial or governmental leadership experience.
- The individual must have be able to build strong credibility with its stakeholders and, as the “CEO” of the organization, must be able to effectively direct the work of a modest staff complement and work closely with its research partners, managing a diverse portfolio of research programs and projects.
- Strong project management capabilities are required.
- Mentor and closely collaborate with the two key research partners (UofR and SRC) to build their capacity to support achievement of the organization’s goals.
- She/he must be able to effectively and efficiently lead the organization and execute operational and strategic plans without day-to-day supervision.
- Provides oversight at board meetings held 3 or 4 times per year.
Business Acumen and Industry Knowledge
- In depth understanding of the upstream petroleum industry, with emphasis/experience on Canada’s energy sector.
- Experience with Saskatchewan’s petroleum industry highly desirable.
- Solid understanding of the research and development process
- Including Provincial research organizations (like the SRC) and academic research carried out at universities (like the University of Regina).
- An ability to work with various industry stakeholders to solicit issues and priorities, and package these into research initiatives which garner industry support and participation.
- Experience seeking out funding initiatives.
Education/Experience
- A Bachelors Degree in Engineering or Science with a graduate degree in Engineering, Science or Business preferred.
- Minimum of 10 to 20 years experience, with at least 5 years senior management experience.
