THE POSITION
Our client is seeking a senior leader for the position of Outage Manager. The Outage Manager will work at the coal plants, approximately 70 km west of Edmonton, and will report into the Plant Manager with a dotted line reporting into the Director, Outage Services. The Outage team is responsible for managing plant shutdown and turnaround projects. The Outage Manager will be responsible to assist in the development of, and lead the execution of, heavy maintenance outages and capital projects for our clients’ coal fired generation facilities.

The individual will assist planning teams in the preparation of project plans starting eighteen to twelve months ahead of planned execution timeframes and then assist and advise during the detailed planning phase from twelve to six months. This individual will assume full ownership of the project approximately six months out and successfully lead a cross functional project execution team to achieve a safe, on-time, on budget, quality project. The cross functional team is comprised of specialized staff in turbine and boiler operations along with a turnaround services team responsible for all temporary and contract staff supporting the shutdown initiative.

The successful candidate will provide leadership to a dedicated team along with communicating regularly to the Plant Manager and Director, Outage Services with updates on the project status. The successful candidate will have the following responsibilities:
  • Ensuring the project team members clearly understand the execution plan including safety, schedule, budget, and quality components, and their role in helping achieve success in all areas.
  • Ensuring that the proper contracting and staffing strategy is in place for the project.
  • Commercial arrangements are aligned with the execution plan.
  • Coordinating with internal departments such as Operations, Procurement and Material Management, Planning and Project Controls, EH&S, Finance, and Engineering Services to ensure all project deliverables are met.
  • Clearly communicating the project expectations and targets to any external or internal partners.
  • Ensures that the outage is executed in accordance with the organization’s Target Zero EH&S program.
  • Ensures that all regulatory and compliance requirements for project execution are met.
  • Ensures that contracted work is facilitated properly during the project.
  • Manages contractor and the organization personnel issues.
  • Establishes procedures for monitoring and assessing the progress, quality, performance and success of the projects.
  • Ensures project status reports are communicated to all stakeholders.
  • Responsible for the close out of each project including production of a final report, proper financial closings, and a lessons learned report.
Team Leadership
  • Provide coaching, mentorship and leadership to a dedicated team;
  • Ensure learning, growth and developmental plans are in place for all direct reports and their teams;
  • Provide ongoing feedback and an annual performance evaluation for direct reports, including the preparation of annual goals and objectives;
  • Provide clear direction and ongoing communication of the goals to the group;
  • Establish high standards of personal performance with continuous emphasis on achievement of results; and
  • Lead a culture of transparency, openness, communication and team with safety and fiscal responsibility at the forefront.
THE INDIVIDUAL
The ideal candidate for this position would be proactive, hands on maintenance professional with extensive project and outage management experience. This candidate would have excellent technical and leadership skills, and the ability to work effectively in a team with operations and maintenance. The candidate would also have the proven track record of handling maintenance and outages from a strategic, preventative perspective.

Ideal Experience:
  • Post secondary degree, diploma or equivalent practical experience, with 8 – 10 years of project management and leadership experience;
  • 8 + years of industrial construction experience
  • 8 + years experience in plant shutdown operations;
  • A proven track record of success;
  • Experience in a power plant or petrochemical environment would be considered an asset;
  • Experienced in working with a diverse group of stakeholders that may include regulators, academics, engineering companies and public stakeholders, as well as internal stakeholders;
  • Demonstrated safety performer who has proven commitment to safety;
  • Thorough knowledge of power plant maintenance practices and processes;
  • Solid knowledge of boiler and turbine-generator operations;
  • Working knowledge of design, construction, commissioning and/or operation of power plants;
  • Demonstrated time management and project management skills;
  • Knowledge of safety codes, unionized labour environment and operating procedures of a plant;
  • Strong communication, analytical and planning skills
  • Proven ability to meet deadlines within budget and exceeding safety goals.
  • Knowledge of Primavera project management tools ideal.
